Can't create new Action in ACTIONS Web UI

I’m using the st2web-2.6.0-5.x86_64.rpm from this link

due to this issue

I found that I can’t create new action in ACTIONS Web UI
the create button take me to a 404 address.

I tried create rule in RULES Web UI, it’s working fine.

Do you have Workflow Composer installed?

The button to create a new action only works if you have Workflow Composer installed.

There is a known issue where that button shows up on systems that do not have st2flow installed.

No, I haven’t install Workflow Composer, BTW the Workflow Composer is only for Enterprise Edition?

Yes, Workflow Designer is only in Enterprise.

You would not see this issue if you had that installed.
